Conflict of Interest charges against the Texas Railroad Commission has led the State's Advisory Commission to call for sweeping campaign finance changes.

The Sunset Advisory group has given their final recommendations one of which calls for 18-month time limits on when Railroad Commissioners are allowed to raise campaign money, "Most of it comes in not during times when people are running for election, just in front of major regulatory decisions." That's Tom Smith the Texas Director of Public Citizen, "And they've prohibited a Commissioner from knowingly accepting contributions from somebody who has a contested case before the Commission."  Sunset also recommends changing their name to the Energy Resources Commission
