A child advocacy group says some who are taking in foster children are too quick to put children, some as young as three years old, on psychotropic drugs. Andrea Calloway has been a volunteer for CASA, or Court Appointed Special Advocates for many years and says there needs to be a way to control the way these drugs are issued, "Many of these placement agencies will put these children on psychotropic drugs within 24 to 48 hours of placement.  There is no way they can know these children's true behaviors."

Lieutenant Governor Dewhurst says he's ordered his staff to investigate the issue. The agency in charge of foster care says about 20 percent of kids in the system are on psychiatric meds which - the lowest rate in 10 years.
