Advocacy group says psychiatric patients are being abused and neglected

Officials with a local advocacy agency say a new report shows why psychiatric patients in state hospitals are being abused and it could lead to a shake-up in a couple of state agencies.

Beth Mitchell, attorney for Disability Rights Texas, says the impetus for the report is the case involving Dr. Charles Fischer, a psychiatrist at Austin State Hospital, who allegedly sexually abused young boys for two decades. She says that was the tip of the iceberg, "We learned that there were several other doctors who also had met some of the same criteria that had previous allegations or confirmations of abuse and neglect of residents."

Mitchell says her agency is calling for reforms at the Department of State Health Services and the Department of Family and Protective Services…and those reforms are likely to include legislative action.
