Test scores highlight struggles of students who don’t speak English

The Austin school district has revamped the way it teaches elementary students who can’t speak or understand English, but after five years, test scores in most grades have shown little or no improvement.

This year some of the numbers got even worse as the state ratcheted up its expectations on English fluency tests, a decline that was recorded in nearly every district in Central Texas.
