New program lets citizens trade clunkers for cleaner-burning cars

Qualifying residents in Travis, Williamson counties can get money from state to buy newer vehicle with lower emissions.

Joyce Hill was ready to take $100 from a junkyard for her 1992 Oldsmobile Bravada.

After all, the engine was failing and "one of the wheels was gonna fall off at any time," she said.

But then, Hill, 55, who lives in Taylor, learned about a program called Drive a Clean Machine. The program, part of the Texas Commission on Environmental Quality, gives qualified applicants a voucher to use toward swapping their old, polluting car for a newer, cleaner-burning one.

For Hill, that meant unloading her sputtering Bravada and getting $3,000, which she used to buy a shiny 2005 Ford Focus last week.
