Young girl bitten by dog in Home Depot

Who was in the wrong here? Dobermann breed, from an outsiders perspective, is known as an aggressive breed of dog.  But living with an 8 year Pitbull mix, its all about how they are trained. Some would argue that natural instincts can take over, which is very true, but at the same time, those can be tamed. Ive seen it with my own eyes.  

So again I ask: Who was in the wrong?  The Parents for allowing their children to go up to a commonly known aggressive dog?  The dog owners for allowing this to happen and then showing no remorse?  What about the Home Depot location?  They have a 'No pets' policy and have not properly enforced it.
