APD numbers spread thin? Police Chief says not so

As Austin police put their focus on finding the person behind the package bombings, South by Southwest is firmly underway which also requires a heavy police presence.  The department is already short-staffed, and 17 officers are on desk duty for various shootings in the past month.  Nonetheless, Chief Brian Manley said the city is still safe and the festival will have plenty of security throughout the rest of the week.
