Amid criticism, the Austin City Counci is pushing forward with a plan to raise the property tax rate by 13.2-percent next year as part of a tax swap with the Austin school district.  A public hearing on the issue was postponed by four hours and by the time it came up, only two speakers were left.  The council will finalize the tax rate next month.
