Lawmakers questioning whether Governor Perry has authority to fund border deployment

Governor Perry's act of funding his National Guard Border deployment with $38 million dollars in unused DPS money has some crying overreach. Some question whether Perry has the power to do this.

Is the border crisis an emergency, and does Governor Perry have the right to create his own funding to cover it? That's what lawmakers like State Rep Sylvester Turner wants to know, "How long does this write up and what is the last time we utilized in this fashion?" "Going to the Comptroller's office and using the 061 through 065 process, I think this is the first time." That's Governor Perry's senior adviser Mike Morrissey. State Rep John Zerwas feels the Governor went behind their back, "This group was left out of the information loop." The $38 million Perry's using is expected to cover the next two months.
