Congress has sent a bill to President Donald Trump that would let Texas mandate drug testing for welfare recipients on two conditions. Texas Senator Ted Cruz sponsored the legislation. "Where workers have been discharged from their last job because of unlawful drug use, or where workers were looking for jobs in occupations where applicants and employees are subject to drug testing." Cruz says Texas lawmakers passed a bill in 2013 that mandates drug testing for those individuals but the Labor Department under President Obama consistently blocked it. "It enables states to deal with the problem of drug use, the epidemic of drug use and to craft solutions that help people escape addiction and dependance."
