The state’s unfunded mandates to local governments are creating headaches in cities and counties.
The other figure on the secret tape with Texas House Speaker Dennis Bonnen was Lubbock State Rep Dustin Burrows who along with Bonnen vowed to make legislative sessions bad for local governments. Travis County Commissioner Gerald Daugherty says one of the biggest of those unfunded mandates for him is indigent attorney’s fees. Daugherty says he met with Burrows during the last session.
Daugherty says unfunded mandates will only get worse with the upcoming revenue cap on property taxes the legislature passed this year.
