The Leander ISD Board of Trustees has unanimously voted to terminate Police Chief Lucretia “Shā” Rogers’ contract following a state investigation into the school district police department’s hiring practices.
Trustees approved the termination Thursday night following a closed-door discussion. The board’s agenda described the recommendation as termination “for cause and in the best interests of the District.”
Rogers had been on paid administrative leave since August after the Texas Commission on Law Enforcement raised concerns about the department’s background investigations of prospective officers.
TCOLE has proposed suspending Rogers’ peace officer license for one year, alleging that numerous background confirmation forms submitted between July and December 2025 contained false or inaccurate information.
According to TCOLE, required personnel and employment records from applicants’ previous law enforcement agencies were not properly obtained and reviewed. The agency also cited problems involving fingerprinting, criminal history checks, and the use of a modified personal history statement that did not meet state standards.
A TCOLE audit found that 381 of 480 applicant personnel files and other records received through the state’s secure document-sharing system had not been opened or viewed.
The state agency has also proposed a $15,000 administrative penalty against the Leander ISD Police Department.
Those penalties are not final. Leander ISD appealed TCOLE’s proposed actions, and the agency has said the parties could negotiate a resolution. If no agreement is reached, the dispute could proceed to the State Office of Administrative Hearings.
The district previously said it had taken steps to address TCOLE’s findings, including strengthening its background investigation procedures, verifying fingerprinting requirements, reviewing required employment records, and using TCOLE-approved documents for applicants.
Rogers joined Leander ISD in 2024 as executive director of safety and security and helped establish the district’s police department. TCOLE approved the department as a law enforcement agency in July 2025, and Rogers was sworn in as chief the following month.
Assistant Chief Jennifer Baskerville has been serving as acting chief since Rogers was placed on administrative leave.
