Abbott to TEA: Fix special education

Governor Abbott orders the Texas Education Agency to come up with the framework of a plan to deal with problems with the state's special education system.  A U.S. Department of Education report says the state may have violated federal law by not properly evaluating or providing services for disabled students. 

That plan is expected to address things like the way districts evaluate students and may require districts to reevaluate students turned down for services.
