Houston State Representative James White wants state law amended to prevent low-income Texans from getting into a steady stream of debt over unpaid traffic fines. Public defender Emily Garrick cites one client in particular she remembers ending up with a two year license suspension.
White says amending the law would help more people come forward who simply want to get right with the law.
