The border wall may not stop all shipments of drugs into the U.S. Former Border Patrol Chief Victor Manajarez says for a while now the cartels have used light planes to fly shipments across.
He says while the wall won’t stop everything, it will make it harder to cross and give law enforcement better odds to stop the shipments.
