State Senator Juan Jinososa likes the idea of a charging someone with theft of services for extreme unpaid tolls.
But Terri Hall with Texans for Toll Free Highways said criminalizing habitual violators is no different than a debtors prison. She says it gets even more complicated when someone is hit with a bill for violations that date back years.
Hall calls it a shakedown and is calling for a $48 statewide annual cap on fees from all tolling agencies as well as a statute of limitations. TxDOT says driving on a toll road is a choice, and so is paying what you owe.
