Three undecided Austin City Council seats for districts 1, 3, and 8 will go before voters in a runoff election. District 8’s race includes the lone conservative of the field, Frank Ward, who is trying to fill the seat being vacated by Ellen Troxclair. About 18,000 people cast a ballot in early voting.
