Capital Metro has had to scale back on its design plans for the new downtown rail station, which is expected to break ground in March. Cap Metro’s Marcus Guerrero says they’ve removed a ticketing kiosk and reduced the length of a proposed third track because of high construction costs connected to a shortage of labor and high steel prices.
