A Dallas woman’s tragic story inspired Governor Abbott to sign legislation to cut the backlog of untested rape kits. The law takes effect on September first.
Governor Abbott signed the Lavinia Masters Act into law back in June. In 1985, then-13 year old Masters was raped at knifepoint by an intruder, by the time her rape kit was tested over 21 years later the statute of limitations had expired.
The new law extends the Statute of limitations and sets a 90 day Rape kit testing timeline.
