Texas Attorney General Ken Paxton has filed a lawsuit against the Democratic fundraising platform ActBlue, alleging the organization allowed illegal political donations, including potential contributions from foreign sources.

The lawsuit, filed in Tarrant County, claims ActBlue violated Texas consumer protection laws by misrepresenting how it screens donations and prevents fraud. According to Paxton’s office, the platform may have accepted contributions from foreign nationals and individuals exceeding legal donation limits—both of which are prohibited under federal law.

State investigators also point to the use of prepaid debit cards and gift cards as a key concern, arguing those payment methods can make it difficult to verify a donor’s identity or citizenship. The lawsuit seeks civil penalties, potentially exceeding $1 million, and asks a judge to block certain types of donations on the platform.

Paxton has been investigating ActBlue since 2023, previously raising concerns that so-called “bad actors” could disguise political donations and interfere in U.S. elections.

The lawsuit also cites reporting and congressional inquiries suggesting ActBlue may not have consistently enforced its own anti-fraud safeguards, including past claims that certain verification measures were in place.

ActBlue denies any wrongdoing and is calling the lawsuit politically motivated.

In a statement, the organization said it has implemented extensive protections to prevent fraudulent or improper donations and argued the case is part of a broader partisan effort to target Democratic fundraising infrastructure.

The group also noted it has introduced additional security measures in recent years, including requiring credit card verification codes for donations, and maintains it is a leader in donor protection.

Democratic allies have echoed that criticism, suggesting the lawsuit comes amid heightened political tensions and ongoing investigations led by Republican officials.

ActBlue is a major fundraising platform for Democratic candidates and causes, processing billions of dollars in small-dollar donations over the past two decades. The lawsuit marks one of the most significant legal challenges the organization has faced at the state level.

The case unfolds alongside ongoing congressional and federal scrutiny into campaign finance practices, particularly surrounding online fundraising platforms and safeguards against foreign influence.
